
First Phase of IEEPA Tariff Refund Process to Launch on April 20, Says U.S. Customs and Border Protection

WASHINGTON D.C.—U.S. Customs and Border Protection (CBP) has announced that it is officially kicking of the first phase of an initiative that aims to streamline the submission and processing of refunds for tariffs imposed under the International Emergency Economic Powers Act (IEEPA). On April 20, 2026, those seeking refunds will be able to file through what’s known as a Consolidated Administration and Processing of Entries (CAPE) functionality within the Automated Commercial Environment (ACE), the U.S.’s centralized digital system for processing imports and exports. CBP said it plans to implement CAPE in waves, adding more functionality in subsequent phases for more complicated scenarios. This first phase is limited to unliquidated entries and certain entries within 80 days of liquidation.
